Article 3 of the Veterans' Services Law aims to open doors for Veteran entrepreneurs and increase their presence in the state's economy. Through the New York State Service-Disabled Veterans' Owned Businesses (SDVOB) certification, eligible SDVOBs are given the opportunity to compete for and secure contracting opportunities within New York State. The Office of General Services (OGS) Division of Service-Disabled Veterans' Business Development plays a crucial role in this process by certifying eligible SDVOBs and supporting their participation in the state's procurement programs. This initiative not only honors the service and sacrifices of our Veterans but also recognizes their valuable contributions to the business community. It is a step towards creating a more inclusive and supportive environment for Veteran-owned businesses to thrive and succeed.
Our objective is to assist the New York State Department of Environmental Conservation (DEC) in recognizing the service and sacrifices of our Nation’s Veterans. Our Mission
Goal Setting
The SDVOB Unit reviews all procurements to assess the potential for SDVOB participation. Based on the Scope of Work, location of the project, and number of SDVOBs that can accomplish subcontracting tasks or supply necessary commodities; the SDVOB unit establishes a reasonable participation goal for the contract.
Reporting
The SDVOB Unit is responsible for compiling and creating quarterly reports for the Office of General Services. These reports showcase the DEC's performance compared to SDVOB participation goals. Our team analyzes and interprets the data to pinpoint areas for enhancement and opportunities for growth.
Compliance Monitoring
The SDVOB Unit monitors the performance of our contractors and vendors to guarantee the fulfillment of SDVOB participation goals and provide support in addressing any challenges that may emerge.
Outreach and Education
The SDVOB Unit makes continuous efforts to enhance our outreach and provide information and awareness of our goals, the SDVOB program and Veterans’ Service Law, Article 3. SDVOB Compliance staff regularly attend conferences, forums, and meetings to educate the public of our goals. Furthermore, compliance staff prepare written material and presentations to educate internal DEC staff.

To receive email notifications of opportunities, register your business in the New York State Contract Reporter (NYSCR), New York State's official publication of procurement activity for all state agencies, public authorities, and public benefit corporations. The NYSCR is published online daily and can be viewed by registered users free of charge. Although state agencies must advertise all contracts valued $50,000 or more in the NYSCR, it is also important to be aware of opportunities for discretionary purchasing valued under $50,000 that may not be advertised in the NYSCR.
