A State Implementation Plan (SIP) is a collection of regulations and documents used by NYS to reduce air pollution in areas that do not meet the National Ambient Air Quality Standards (NAAQS). NAAQS are required by the Clean Air Act and are set by EPA for six principle pollutants considered harmful to public health and the environment. Those pollutants are:
- carbon monoxide (CO)
- lead (Pb)
- nitrogen dioxide (NO2)
- ozone (O3)
- particulate matter 2.5 (PM2.5)
- particulate matter 10 (PM10), and
- sulfur dioxide (SO2)
DEC also prepares SIPs and/or State Plans for:
- Haze and visibility
- Select regulatory SIP revisions
- Source-specific NOx and volatile organic compounds (VOC) reasonably available control technology (RACT) determinations
- Large municipal waste combustors
- Existing sewage sludge incineration units
- Municipal solid waste landfills
DEC solicits comments from the public on all proposed SIPs before submitting them to EPA for approval. Most recent DEC SIP-related actions are available below; some large appendices are available only upon request. Please note that Federal Register links leave DEC's website. EPA's Nonattainment and Maintenance Area Dashboard is a nationwide searchable database about nonattainment and maintenance areas for current and revoked NAAQS that includes the attainment status of New York designated areas and the status of SIP required elements for NY designated areas.
