Comprehensive Planning for Statewide Climate Adaptation and Resilience
Governor Hochul has prioritized helping communities prepare for and adapt to current and future climate impacts. DEC, Department of State (DOS), Division of Homeland Security and Emergency Services (DHSES), and New York State Energy Research and Development Authority (NYSERDA), in partnership with other state agencies, are leading the development of a comprehensive New York State Adaptation and Resilience Plan (NYSARP).
This plan will establish a statewide framework to guide adaptation planning and implementation, including a collective vision, principles, planning resources, and State actions to advance climate adaptation and resilience across New York State. The plan will establish a coordinated strategy to increase resilience, build adaptive capacity across New York communities, and develop tools and resources to help communities thrive in a changing climate.
New York State is advancing efforts to address the impacts of climate change through commitments including the Clean Water, Clean Air and Green Jobs Environmental Bond Act (Bond Act) and the Community Risk and Resiliency Act (CRRA). Through programs such as the NYS Climate Smart Communities program, DOS Smart Growth Countywide Resilience Planning Program, and more, the State helps local communities build resilience and supports local adaptation. Additional resources include dedicated funding for planning and implementation of projects, providing technical assistance and other community support services, supporting region-specific climate resilience initiatives, and undertaking and funding targeted research. Recognizing the need for innovative cross-sector partnerships, the NYSARP will create a unified adaptation and resilience strategy that strengthens existing efforts while identifying new pathways to close gaps and leverage new opportunities.
