Mining And Reclamation Related Organizations
Interstate Mining Compact Commission (IMCC)
The Interstate Mining Compact Commission (IMCC) (link leaving DEC website) is composed of the governors of 26 states. Its goal is to support states in implementing effective regulatory programs that conserve natural resources and secure a vibrant mineral economy. New York is a member of the IMCC; Martin Brand, Deputy Commissioner of Remediation and Materials Management, represents the Governor on the commission.
A significant portion of IMCC's work is dedicated to the environmental protection issues and health and safety concerns associated with mineral development. Some of the topics pursued by the IMCC include mine waste regulation, ground water and storm water regulations, inactive and abandoned mine reclamation, and zoning and other land use restrictions.
National Association of State Land Reclamationists (NASLR)
The National Association of State Land Reclamationists (NASLR) (link leaving DEC website) is currently composed of 20 states with regulatory programs dedicated to restoring lands and waters affected by mining. As a nationally recognized authority on the reclamation of mined lands, NASLR advocates research, innovative technology, and professional discourse to foster the restoration of environmental resources.
NASLR promotes lasting partnerships among state land reclamationists, private mining groups, and other interested parties to endorse and sponsor programs that advance the art and science of land reclamation. All DEC Mined Land Reclamation Specialists are members of NASLR.
Office of Surface Mining Reclamation and Enforcement (OSMRE)
The Office of Surface Mining Reclamation and Enforcement (OSMRE) (link leaving DEC website) is a bureau within the United States Department of the Interior. OSMRE is charged with balancing the need for domestic coal production with protection of the environment. While New York is not a coal producing state, the OSMRE website contains abundant information about mitigating the environmental impacts of mining and the reclamation of abandoned mines.
