Solid Waste Management Facilities, Hazardous Waste Management Facilities and Waste Haulers/Transporters play an important role in ensuring the success of the New York State Electronic Equipment Recycling and Reuse Act. More information on applicable requirements can be found in Section 27-2611 of the NYS Electronic Equipment Recycling and Reuse Act and Section 368-3.13 of regulations.
Solid Waste or Hazardous Waste Management Facility Requirements
- In accordance with the disposal ban requirements of Section 27-2611 of the Electronic Equipment Recycling and Reuse Act, as of January 15, 2015, covered electronic equipment may no longer be accepted for disposal at a solid waste or hazardous waste management facility.
- An owner or operator of a solid waste management facility or hazardous waste management facility must educate users of such facility on the proper methods for the recycling of electronic waste. Such education shall include:
- providing written information to users (i.e. residents, businesses, waste haulers/transporters, etc.) of such facility regarding the proper methods for recycling electronic waste; and
- posting, in conspicuous locations at such facility, signs stating that electronic waste may not be disposed of at the facility as required by the NYS Electronic Equipment Recycling and Reuse Act.
Solid Waste Hauler/Transporter Requirements
Persons engaged in the collection of solid waste for delivery to a NYS solid waste management facility (i.e. private or municipal solid waste haulers/transporters) must provide written information to users (i.e. residents, businesses, government entities, etc.) of such facility regarding the proper methods for the recycling of electronic waste.

The following is an example of written information which may be provided to users of the above facilities or hauler/transporter services:
New York State law requires manufacturers to take responsibility for recycling the many types of electronic equipment they have produced (e.g. computers, computer peripherals, televisions, and small electronic equipment, etc.), by providing free and convenient acceptance programs for NYS consumers to properly reuse or recycle their unwanted electronic equipment. Consumers should visit the NYS Department of Environmental Conservation's website, for a full list of the types of electronic equipment covered by this law and to learn how they may properly manage their electronic waste in a legal and environmentally responsible manner."
