CWM Chemical Services Hazardous Waste Facility
CWM Chemical Services, LLC (CWM), operates a facility for the treatment, storage and disposal of hazardous and industrial wastes in Model City, New York (Niagara County) under various federal and state permits. Wastes accepted at the facility were either disposed of in an existing landfill referred to as Residuals Management Unit – One (RMU-1) or shipped to off-site disposal facilities. The RMU-1 operated until 2015 when it reached its capacity and stopped receiving waste for disposal. Subsequently, CWM capped the RMU-1 landfill. CWM submitted timely renewals for the Department permits required for the RMU-1 landfill and its related facilities.

CWM has an Air State Facility Permit 9-2934-00022/00233 and a State Pollutant Discharge Elimination System Permit 9-2934-00022/000-49.
Proposed New Landfill
In 2014, CWM proposed to site and operate a new 43.5 acre landfill referred to as Residual Management Unit - Two (RMU-2). At the conclusion of a joint permit hearing, the Facility Siting Board issued a decision in September 2025 denying CWM’s application for a certificate of environmental safety and public necessity (siting certificate). The Commissioner’s Designee issued a decision in October 2025 upholding the issuance of the Department permits but held that the issuance is moot due to the Siting Board’s denial of the siting certificate.
