CWM Chemical Services Proposed Landfill Residual Management Unit 2 (RMU-2)

For Model City, Niagara County, New York

CWM Chemical Services, LLC (CWM), proposes to site/construct/operate a 43.5 acre landfill to be designated as Residual Management Unit - Two (RMU-2) for disposal of an estimated 4,030,700 cubic yards of hazardous and industrial non-hazardous waste. CWM also proposes to construct/operate a number of waste storage and treatment units (a surface impoundment, container storage areas and a tank system) to replace units to be closed during RMU-2 construction. The Department has established this web page to provide the public with information on the hazardous waste siting and permitting activities related to CWM's proposed RMU-2 landfill.

Public Involvement Activities

The period for the public to review and comment on documents related to CWM's proposed RMU-2 landfill project runs through November 25, 2014. Information on how to access pertinent documents being presented for public review is presented below under "Document Access". Comments may be submitted by regular mail or E-mail to:

Public statement hearing sessions were held at 1:00 P.M. and 6:30 P.M. on July 16, 2014 at the Lewiston-Porter High School, 4061 Creek Road, Youngstown, NY 14174. Additional information is available in the June 6, 2014 Notice of Joint Public Statement Hearing and Notice of Extension of Public Comment Period, and the November 20, 2014 Notice of 4th Extension of Public Comment Period and Petition Deadline.

Application Materials - The documents related to the permit applications for the proposed RMU-2 landfill project are provided. The application materials also include the draft environmental impact statement (DEIS).

Draft Permits - Department staff has prepared draft Part 373 permit for the proposed RMU-2 landfill project. In addition, Department staff has prepared a draft freshwater wetlands permit and a draft water quality certification.

Siting Certificate and Permit Hearing Documents - A joint hearing will be held to consider the application for the siting certificate, and the DEC permit applications associated with the proposed RMU-2 landfill project.
