CWM Chemical Services State Hazardous Waste Management Permit Renewal - 2013

For Model City, Niagara County, New York

The New York State Department of Environmental Conservation (Department) has issued CWM Chemical Services, LLC (CWM) a renewal of their State Part 373 Hazardous Waste Management Permit for their Model City, New York facility (Niagara County). This permit renewal was issued after careful consideration of all comments received on the Department's draft permit and CWM's application. The renewed permit has a five (5) year term as measured from its effective date.

Public Input

Based on CWM's complete application, the Department made a tentative determination to renew CWM's permit and prepared a draft permit for public review. As a part of the permitting process, the Department solicited public input on the draft permit and CWM's application through a hearing process and written comment period. A public hearing was held on January 14, 2013 and the written comment period ran from November 28, 2012 through March 29, 2013.

The Department received a total of 83 written comment documents from the public and 145 individual comments from CWM during the comment period. The Department also received a number of verbal comments during the public hearing which have been recorded in prepared transcripts. As required by State regulations, the Department has prepared a Responsiveness Summary for these comments in conjunction with the permit renewal. This summary contains all comments received (both written and transcribed from the public hearing) and Department responses to these comments.
