Background
Indian Point Energy Center is a three-unit nuclear power plant station located in Buchanan, just south of Peekskill, in Westchester County, NY. Each of the three power generation units have stopped power generation with Unit 1 becoming inactive in 1974, Unit 2 in 2020, and Unit 3 in 2021.
Ownership of the property was transferred to Holtec International in May 2021. Holtec International is conducting the decommissioning process under the oversight of the Nuclear Regulatory Commission (NRC).
As part of decommissioning, the NRC requires that the owner provide restoration of the property to meet state standards. In order to assure that site restoration achieves appropriate state standards, Holtec entered into an order on consent with New York State Department of Environmental Conservation (DEC).
Order on Consent
Holtec and DEC entered into an order on consent in May 2021. Holtec's requirements pursuant to the order on consent include the following:
- Investigate and remediate as found necessary, areas of contamination to meet appropriate state standards;
- Provide financial assurance for corrective measures, remedial actions and necessary site management;
- Provide certain funding for DEC and NYS Department of Health costs;
- Support citizen participation in the development of corrective measures/remedial actions at the site; and
- Allow for the future safe reuse of the site after successful decommissioning and necessary corrective action.
The Order on Consent requires the submittal of a Citizen Participation Plan and a Remedial Investigation Scoping Work Plan as initial submittals under the order. Subsequently, it is expected that Holtec will submit individual investigation work plans for state review and approval as the process moves forward. These documents will be made available to the public on this web site as they become available.
