Household Hazardous Waste Collection Facilities
Household hazardous waste facilities collect, store, and dispose of household hazardous waste (HHW) from residents and hazardous waste from conditionally exempt small quantity generators (CESQGs). HHW frequently includes materials such as automotive fluids (gasoline, antifreeze, etc.), pesticides, fertilizers, paint thinners, cleaning products and solvents.
Household Hazardous Waste Collection in New York State
To locate an authorized household hazardous waste collection facility in your area, refer to the Interactive Map of HHW Collection Facilities (leaving DEC's website) or look on the list of permitted household hazardous waste facilities. If there is no permitted collection facility in your area, check with your local government to see if they host periodic HHW collection events.
Facilities
Permanent HHW collection facilities can receive HHW from residents and hazardous wastes from CESQGs on a regular basis. Records must be kept for all facilities, including logs of all containers stored at the facility and all shipping documents.
These facilities must obtain a permit and must meet the design and operating requirements in 6 NYCRR 360.19 and 6 NYCRR 362-4.4.
To become a new permitted HHW collection facility or to modify or renew an existing permit, complete the Solid Waste Management Facility Permit Application and contact the Regional Permit Administrator in your region. See the Waste Management, Composting and Recycling Permits webpage for additional details on applying for a permit and 6 NYCRR 360.16 and 6 NYCRR 362-4.3 for permit application requirements.
Annual Reporting
All HHW collection facilities are required to submit an annual report to the Department. These annual reports include the amount of waste received at the facility, the service area, and destination of the waste after it leaves the facility. For details about recordkeeping and reporting requirements, see 6 NYCRR 360.19(k) and 6 NYCRR 362-4.5.
Blank annual report forms for the current reporting year and completed annual reports for previous operating years can be found on our Solid Waste Facilities Forms page.
Inspection
DEC inspects HHW collection facilities to ensure that the facilities are in compliance with relevant provisions of 6 NYCRR 362-4. For details about routine inspection logs, see 6 NYCRR 360.19. Copies of the blank HHW Collection Facility Inspection Report form can be found on the Solid Waste Facilities Forms page.
