Solid Waste Landfills
Landfills in New York State
Landfills are facilities where waste is intentionally placed and intended to remain. Landfills are designed, constructed, operated, monitored and closed to minimize adverse environmental impacts. To locate an authorized landfill in your area, refer to the DECInfo Locator Map or the Interactive Map of Solid Waste Landfills (leaving DEC's website). Active and inactive landfills in New York State and regulated by 6 NYCRR 363. Regulation of landfilling depends on the type of waste received for disposal, the location of the landfill, and the status of the landfill operations. State assistance grants are available for eligible municipal landfill closure projects.
Permit
Landfills that do not meet the criteria for an exempt facility in 6 NYCRR 363-2 or that don't hold a valid registration issued prior to November 4, 2017 for a land clearing debris landfill must obtain a permit.
Facilities requiring a permit must meet the design and operating requirements in 6 NYCRR 360.19 and 6 NYCRR 363-3.
To become a new permitted landfill or to modify or renew an existing permit, complete the Solid Waste Management Facility Permit Application and contact the Regional Permit Administrator in your region. Annual Reporting
Active landfills are required to submit an annual report to the Department. These annual reports include the total quantity in tons of solid waste disposed of at the facility for that year broken down by waste type, the remaining site life and capacity of the existing constructed landfill and other entitled areas not yet built, an estimate of the actual in situ waste density, a compilation of all water and leachate quality data collected throughout the year, the amount of leachate collected and transported off-site, the tipping fee charged by waste type in dollars per ton, and annual adjustments to closure and post-closure care cost estimates and financial assurance documents.. Inspection
