- Project Description:
The New York State Department of Environmental Conservation (DEC) is proposing the renewal and a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permits of the fourteen New York City Department of Environmental Protection (NYCDEP) Wastewater Resource Recovery Facilities (WRRFs), including permit NY0026247 North River WRRF. This action is pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State’s Environmental Benefit Permit Strategy (EBPS).
This is a publicly owned treatment works facility that has a surface discharge of 170 MGD of treated wastewater to the Hudson River, a class I water. Treatment consists of preliminary treatment, primary treatment, secondary treatment, and disinfection using sodium hypochlorite and de-chlorination. Proposed changes to the permit include changes to reporting, monitoring, effluent limitations, and the addition of a compliance schedule. As a result of the EBPS full technical review, a new five-year term is proposed. The permit includes updated forms and the latest general conditions. - State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

- State Historic Preservation Act (SHPA) Determination:
- The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

- This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
