Project Description:
National Grid USA Service Company, Inc. (National Grid) proposes to install approximately 16,160 linear feet of 16” diameter steel natural gas main to connect the proposed Micron New York Manufacturing Facility, located at the White Pine Commerce Park, to an existing gas regulator station located at 4459 Route 31 in the Town of Clay, Onondaga County. National Grid will install the pipeline on the north side of route 31, and within an existing overhead electric utility corridor. The project proposes 1.531-acres of permanent and 5.449-acres of temporary impacts to New York State regulated freshwater wetlands, as well as 0.19-acres of permanent and 5.042-acres of temporary impacts to its associated 100-foot adjacent area.
Micron will provide permittee-responsible off-site wetland mitigation through The Wetland Trust (TWT) to compensate for the loss of wetlands resulting from the proposed project. This compensatory mitigation is part of a larger, site-wide Micron wetland and stream mitigation plan under the following DEC ID #’s:
- 7-3554-00274/00001; Buxton Creek Site, 184-246 Bell Rd, town of Schroeppel, Oswego County
- 7-3599-00056/00001; Upper Caughdenoy Creek Site, 557 County Route 33, towns of Hastings, Schroeppel, and Palermo
National Grid has applied to NYS Department of Environmental Conservation for a 401 Water Quality Certification associated with the proposed discharges of fill into the water of the U.S. and the associated U.S. Army Corps of Engineers Section 404 permit application. Under Section 401 of the Clean Water Act, a federal agency may not issue a permit or license to conduct any activity that may result in any discharge into waters of the United States unless a Section 401 water quality certification is issued.

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.
State Environmental Quality Review (SEQR) Determination:
A draft environmental impact statement has been prepared on this project and is on file.
SEQR Lead Agency: Onondaga County IDA
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The activity is being reviewed in accordance with federal historic preservation laws (Section 106 of NHPA) and the project area of potential impact is substantially the same.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)
It has been determined that the proposed action is not subject to CP-29.
Opportunity for Public Comment:
