Project Description:
Onondaga County Water Authority (OCWA) proposes the construction of two parallel 42-inch water mains connecting the existing OCWA Eastern Branch water service main to the White Pine Commerce Park for the purposes of providing potable water to support the initial operation and construction of the Micron Semiconductor Manufacturing Project in the town of Clay, Onondaga County. The proposed project would permanently impact 0.073-acres of New York State regulated freshwater wetlands, 0.716-acres of permanent impacts and 0.146-acres of temporary impacts to its associated 100-foot adjacent area.
OCWA and RES Environmental Operating Company, LLC propose to enhance 0.28-acres of wetlands, to compensate for the permanent covertype conversion and temporal loss resulting from the proposed project. The Freshwater Wetland permit required for wetland mitigation are under the following DEC ID #:
- 7-3554-00280/00004; Fish Creek Mitigation Site, 274 Peter Scott Rd (Tax ID: 290.00-02-55), Town of Schroeppel, Oswego County.
OCWA applied to NYS Department of Environmental Conservation for a 401 Water Quality Certification associated with the proposed discharges of fill into the water of the U.S. and the associated U.S. Army Corps of Engineers Section 404 permit application. Under Section 401 of the Clean Water Act, a federal agency may not issue a permit or license to conduct any activity that may result in any discharge into waters of the United States unless a Section 401 water quality certification is issued.

State Environmental Quality Review (SEQR) Determination:
A draft environmental impact statement has been prepared on this project and is on file.
SEQR Lead Agency: Onondaga County IDA
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The activity is being reviewed in accordance with federal historic preservation laws (Section 106 of NHPA) and the project area of potential impact is substantially the same.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)
It has been determined that the proposed action is not subject to CP-29.
