Staten Island - PR-132 Sludge Dock Improvement Project
Negative Declaration
Richmond County - The New York City Department of Environmental Protection, as lead agency, has determined that the proposed PR-132 Sludge Dock Improvement Project will not have a significant adverse environmental impact. The action involves The New York City Department of Environmental Protection (NYCDEP) proposing PR-132: Sludge Dock Improvement at the Port Richmond Wastewater Resource Recovery Facility (WRRF). The Port Richmond WRRF utilizes a sludge dock located within the Kill Van Kull to offload sludge from the facility into NYCDEP vessels. Both the above water and underwater sludge dock structures have deteriorated due to severe rot, marine borer activity, deterioration of timber structural elements, structural cracking, deflection, displacement of dock slab, and severe impact damage of the mooring dolphins and fender system. The proposed project would improve the structural quality, soundness, and reliability of the sludge dock by replacing and reconstructing deteriorating dock elements which will allow the facility to continue transferring sludge to vessels for eventual transport to DEP's dewatering facilities. The proposed project would not alter plant operations, capacity, process, or discharge requirements. The project scope includes upgrades to the main sludge dock platform, fender system, walkways, and dolphins; reconstruction and relocation of the causeway; installation of sludge transfer piping/equipment; and use of a potential onshore laydown area. In order to minimize disruptions to critical operations while ensuring compliance with safety and operational requirements throughout the construction process, the project would stagger and phase the project activities into establishing a temporary West Berth for vessel operation; replacing the eastern dock and constructing a new causeway and temporary East Berth and then followed by replacing the western dock and removing all interim structures and original causeway. The project is located at 1805 Richmond Terrace in Staten Island, New York.
