Program Overview
The SPDES General Permit for PCI Discharges to Groundwater of Treated Sanitary Sewage (PCI General Permit) authorizes discharges to groundwater of between 1,000 gallons per day (gpd) and 10,000 gpd per onsite wastewater treatment system (OWTS) of treated sanitary sewage, and a combined facility discharge of less than 30,000 gpd. Only treated sanitary sewage may be discharged to the OWTS; no industrial wastes are allowed.
The OWTS must be designed in accordance with the Standard or Alternative Technologies referenced in the 2014 NYS Design Standards for Intermediate-sized Wastewater Treatment Systems (PDF), or for facilities in the Lake George Basin, in accordance with the 2015 NYS Design Standards for Wastewater Treatment Works in the Lake George Basin (PDF).
OWTS that do not meet the eligibility requirements for coverage under the PCI General Permit may be covered under an individual SPDES PCI permit. DEC's website provides additional information regarding OWTS in such instances.
