The New York State Department of Environmental Conservation (DEC) has approved the Norlite Comprehensive Performance Test (CPT) plan dated August 21, 2020. The performance test is designed to demonstrate compliance with the air emission standards required by the Maximum Achievable Control Technology (MACT) for the Hazardous Waste Combustors Rule promulgated by the United States Environmental Protection Agency (USEPA), specifically 40 CFR Part 63 Subpart EEE. The facility incinerates off-site waste oils and liquid hazardous wastes in accordance with a Title V Permit (DEC Permit #4-0103-00016/00048). The plan also includes information on a performance evaluation (PE) for the continuous monitoring systems (CMSs) and for the continuous emissions monitoring systems (CEMs) to be performed as part of the test.
In accordance with 40 CFR Part 63.1207(e)(2), Norlite must issue a public notice announcing the approval of the test plan and the location where the test plan will be available for review. The public has 60 days for review.
The approved plan including a tentative schedule is available for review at the DEC office in Schenectady as well as on the DEC website.
