Program Policy DER-40: Operator Training (PDF, 8 pages, 62 KB) - Issued 10/09/2015; Effective 11/20/2015. Errata Sheet added on 10/30/2019 with citation and page number provided to indicate the correct text and where it should reside. This change will formally be made to DER-40 in a future revision. This Program Policy provides guidance on the requirements for training of operators of underground storage tank systems at petroleum bulk storage (PBS) and chemical bulk storage (CBS) facilities in New York State. Revisions to PBS and CBS regulations are effective 10/11/2015. See Revised Regulations: Bulk Storage of Petroleum and Chemicals; Management of Used Oil. Operator Training Manual (reference document for DER-40)

Operator Training Manual (TankIQ) (PDF, 189 pages, 5.9 MB) - This manual provides information for operators of certain underground storage tank systems at PBS and CBS facilities. This informal guidance can be used along with knowledge of the regulations to prepare operators to take the NYS Class A/Class B Operator examination described in Program Policy DER-40 (see above).

DER-16: Five-Year Inspection of Plastic Tanks (PDF) Revised 02/13/2020; Effective 03/27/2020 (18 pages, 109 KB). The technical content of this policy has not been amended. Revisions were made to address updates in citations from the CBS regulations at 6 NYCRR Parts 596-599 which were amended and became effective October 11, 2015; and to restructure/reorganize the Procedure section of the policy for clarification.
DER-26: How to Prepare a Spill Prevention Report for a Chemical Bulk Storage Facility (PDF) Revised 02/13/2020; Effective 03/27/2020 (16 pages, 106 KB). The technical content of this policy has not been amended. Revisions were made to address updates in citations and language that is extracted from the CBS regulations at 6 NYCRR Parts 596-599 which were amended and became effective October 11, 2015; and to revise the partial listing of consensus standards and recommended practices for CBS and PBS programs which are provided in Appendix D of the policy.

Guidance for Division of Environmental Remediation (DER) staff on conducting an inspection at a PBS facility in accordance with the PBS regulations, 6 NYCRR Parts 612-614, and the United States Environmental Protection Agency federal Underground Storage Tank regulations, 40 CFR 280.
